Around the same time as HTS’s Aleppo offensive, the Turkish proxy force SNA launched its own offensive on the city of Tel Rifat (Tal Rifaat), which was considered the capital of the Afrin-Shehba Canton and is located further north of Aleppo. In order to avert a massacre of the local population, the People’s Assembly decided to withdraw from the region. Around 200,000 residents of Tel Rifat and surrounding towns were then prepared for evacuation to the autonomous regions of North and East Syria. The population of nearby towns outside the autonomous zone, including the Shiite towns of Nubl and Zahra, are also to be evacuated via the escape corridor set up by the Syrian Democratic Forces (SDF).

The Representative Office of the Democratic Autonomous Administration of North and East Syria (DAANES) in Europe issued an urgent appeal for help for Kurdish families who have been forced to flee in the wake of recent attacks by Turkish-backed militias on refugee camps in the Shehba and Tel Rifat regions of northern Syria.

In its appeal, DAANES noted that the extensive attack by armed factions on the areas of Aleppo has forced tens of thousands of Kurdish families from our people in occupied Afrin—who had been residing in camps in the Shehba region and Tal Rifaat—to flee towards the areas under self-administration.

These displaced people, the majority of whom are children, are enduring extremely harsh conditions due to the bitter cold and the severe lack of shelter, despite the urgent aid provided by the Democratic Autonomous Administration of North and East Syria and the local relief committees set up in various locations to assist them, within their available resources and capacities, the statement by DAANES said.

“Therefore, we, the Representative Office of the DAANES in Europe, are issuing an urgent appeal to our people in Europe to contribute to the support campaign we have launched to alleviate the suffering of the displaced and meet their essential needs, through offering all forms of material and moral support.”
